RUSTENBURG: Members of the Municipal Disciplinary Boards across the province have been capacitated to handle consequence management flowing from Unauthorized, Irregular, Fruitless and Wasteful Expenditure (UIF&W).
The local government sector has seen persistent accumulation of UIF&W expenditure which remains a matter of serious concern particularly where it is not adequately investigated and resolved through effective consequence management.
To ensure that municipalities address matters relating to these expenditures, the Chief Director Municipal Support, Linda Nenghovela says that Provincial Treasury is committed to strengthening financial governance, improving compliance with legislative requirements and supporting the effective implementation of consequence management.
The two-day capacity-building session aimed to deepen Municipal Disciplinary Boards understanding of their statutory roles and responsibilities in terms of the Municipal Finance Management Act (MFMA) and the Municipal Regulations on Financial Misconduct Procedures and Criminal Proceedings.
Nenghovela said the effective implementation of consequence management is critical in promoting accountability, strengthening governance and safeguarding public resources. She explained that Municipal Disciplinary Boards play a pivotal role in ensuring that allegations of financial misconduct are considered objectively and dealt with in a legally compliant manner. “The effectiveness and independence of these boards are fundamental to restoring public confidence in municipal financial governance”.
The session covered the coordinated functioning of the broader municipal accountability ecosystem, including the Municipal Council, the Accounting Officer, Internal Audit units, Audit Committees, Risk management structures and Municipal Public Accounts Committees (MPACs).
