The Thuntsha Lerole Accelerated Service Delivery Programme is a flagship initiative of the North West
Provincial Government aimed at fast-tracking the delivery of essential services to communities,
particularly those in previously underserved and rural areas. The programme embodies a people-centric,
integrated, and responsive approach to governance, rooted in the principles of the South African
Constitution and the Batho Pele (“People First”) ethos.
Building on lessons from Phase Four (04), Phase Five (05) of the programme adopts a more coordinated,
accountable, and results-driven implementation strategy. The execution of this phase is anchored in
interdepartmental collaboration, evidence-based planning, and improved oversight. Under the strategic
oversight of the provincial government, this accelerated service delivery initiative delivers coordinated
interventions to address service backlogs, strengthen revenue collection, and empower vulnerable
communities across the province.
Key to the collaborative support Provincial Treasury and Department of Cooperative Government have
started engaging on the updating municipalities Indigent Registers. “Ongoing support should be provided
to municipalities to update their indigent registers regularly. By actively reaching out to potential
beneficiaries and encouraging registration, municipalities can ensure that the programme reaches those
who genuinely require assistance,” said Provincial Treasury’s Chief Director for Municipal Finance
Management, Linda Nenghovela.
Accurate Indigent Registers help municipalities ensure that subsidies for indigent households are
financially sustainable and properly integrated into municipal budgets.
Engaging with community members in Matshelapad in Tswaing Local Municipailty, Nenghovela urged
residents to register on the municipal Indigent Register.
“Citizens are unaware that they qualify for support or how to apply. Registering ensures that residents are
included in municipal planning and budgeting for free or subsidised services. Only registered households
can access free basic services such as water, electricity, sanitation, refuse removal, and rate relief. We
must ensure that everyone who qualifies is registered. This is how we promote fairness, dignity, and
inclusion,” she said.
