Mahikeng– Presenting her Departmental Budget Speech amounting to R659 million, MEC for Finance, Kenetswe Mosenogi detailed that the 2026/27 budget aims to deliver on its mandate of providing strategic oversight, strengthening governance systems to departments and public entities as well as supporting municipalities.
Commemorating South Africa’s 50th Anniversary of the 1976 Youth Uprising, Mosenogi firmly anchored that the 1976 generation showed that youth are not just recipients of development but vital agents of change. Their courage highlights the importance of empowering young people, expanding opportunities and building an inclusive economy for the future of the province and the country.
Mosenogi announced that funding has been secured for 20 graduate interns through PSETA and 14 learners for the Internal Audit Technicians Learnership (IAT), commencing in July 2026. Applications for 116 learnerships have also been lodged with LGSETA to support placements in municipalities and public institutions.
She further reported that the Provincial Treasury has revised the Financial Recovery Plan (FRP) to prioritise high impact recovery activities addressing municipal financial distress. “The objective is to accelerate implementation and move municipalities from the Rescue Phase towards financial and institutional stabilisation,” she said.
To improve audit outcomes, the Provincial Treasury will intensify oversight, strengthen internal controls and conduct monthly compliance reviews to ensure accurate, timely reporting aligned with the PFMA and Treasury Regulations. “To reinforce accountability, the Office of the Provincial Accountant General will introduce enhanced reporting mechanisms that demand transparency at every level of financial management,” Mosenogi added.
“As we commemorate fifty years since the historic uprising of 1976, it is our collective duty to ensure that the sacrifices of that generation are honoured not only in words, but through tangible improvements in the lives of our people, especially the youth of today,” she said.
