The North West Provincial Treasury, in partnership with the Chartered Institute of Governance, Finance, Audit and Risk Officers (CIGFARO), has successfully concluded its province-wide Bid Committee and Contract Management Training Programme, which capacitated municipal officials from all four districts of the North West Province.
The programme forms part of government’s ongoing commitment to restoring financial stability, strengthening governance and safeguarding service delivery through improved municipal financial management. It was designed to build the capacity of officials responsible for supply chain management, procurement and contract management by strengthening their understanding of procurement legislation, bid committee responsibilities, procurement governance, contract management and compliance within the municipal Supply Chain Management environment.
Rolled out across the Ngaka Modiri Molema, Bojanala Platinum, Dr Ruth Segomotsi Mompati and Dr Kenneth Kaunda districts, the training equipped participants with practical knowledge to promote fair, equitable, transparent, competitive and cost-effective procurement practices. The sessions also reinforced the importance of ethical leadership, accountability and sound governance in ensuring that procurement processes withstand scrutiny and contribute to improved audit outcomes.
Throughout the programme, participants engaged on the critical role of bid committees and contract management in safeguarding public resources, reducing procurement risks, ensuring legislative compliance and achieving value for money. The training further highlighted the importance of effective contract administration to ensure that suppliers meet their contractual obligations and that municipalities receive the goods and services required to deliver quality services to communities.
Speaking during the Dr Kenneth Kaunda district session, Acting Director at Bojanala District Municipality, Ms Refilwe Zimba, described the initiative as an important intervention to strengthen governance and procurement practices across municipalities.
“The purpose of this workshop is to sharpen our tools, align our processes and reinforce the pillars of governance within our municipalities. It is also aimed at closing existing gaps by ensuring that every rand spent by municipalities translates into measurable value and tangible improvements in the lives of our communities,” she said.
CIGFARO facilitator Mr Roodney Moolman emphasised that effective procurement governance depends on competent and ethical officials who execute their responsibilities within the legislative and regulatory framework. He further highlighted the importance of confidentiality in procurement processes and underscored that sound contract management is essential to ensuring supplier performance, legislative compliance and value for public funds.
The successful completion of the training programme marks another milestone in the North West Provincial Treasury’s ongoing efforts to strengthen institutional capacity, improve procurement governance and promote sound financial management across municipalities. By investing in the skills and knowledge of municipal officials, the department continues to support accountable governance, sustainable municipal performance and improved service delivery for the people of the North West Province.
