Vryburg: Following the North West Provincial Executive Committee (EXCO) resolution of 1 July 2026 to intervene in Naledi and Mamusa Local Municipalities the MEC for Finance introduced the Provincial Executive Representative to the councils to restore financial sustainability.
Naledi local municipality has been under Mandatory Financial Recovery Plan (FRP) for more than two (02) years in terms of Section 139(5)(a) and (c) of the Constitution of the Republic of South Africa, read together with Section 146(3)(b) of the Municipal Finance Management Act, 2003 (Act No. 56 of 2003) (MFMA).
Mamusa Local Municipality has been under Discretionary FRP for more than 2 years implemented under Section 154 of the Constitution read together with Section 137 of the MFMA.
MEC Kenetswe Mosenogi said that “the FRP intervention, through which Ms. Shirley Lesupi is the appointed PER for Naledi targets to assist the municipality to address its financial and institutional challenges, restoring financial stability, strengthening governance systems and creating conditions for sustainable service delivery. The experience of the past 2 years highlighted that there is need for stronger coordination and enhanced stakeholder alignment for a more focused implementation approach that prioritises high impact actions within a shorter time frame.
For Mamusa municipality, the revised intervention seeks amongst others to assist the municipality to prioritise and focus the implementation on critical FRP activities that directly addresses and improves implementation effectiveness to accelerate the municipalities progression from the Rescue Phase towards financial and institutional stability. Ms. Ellen Moncho has been appointed as PER for Mamusa municipality.”
She said that the recalibrated FRP seeks to prioritise critical recovery actions, enhance monitoring and evaluation.
MEC Mosenogi informed the councils that the PERs will provide strategic leadership and oversight of the implementation of the Financial Recovery Plan. Supported by a multidisciplinary team of experts, they will oversee financial management, governance reforms, institutional strengthening and service delivery improvements to restore financial discipline, accountability and compliance with legislative requirements.
The PERs are empowered to exercise oversight over governance systems and institutional processes, monitor the municipality’s financial position, strengthen expenditure controls, guide compliance with the MFMA and coordinate the implementation of all measures contained in the Financial Recovery Plan.
Both municipal councils have pledged to give the PERs all the necessary support and cooperation for full realisation of the recovery plan
