Wolmaranstad-The North West MEC for Finance, Ms Kenetswe Mosenogi, in collaboration with MEC for Cooperative Governance, Human Settlements and Traditional Affairs (COGTA), Mr Gaoage Molapisi, today introduced the newly appointed Provincial Executive Representative (PER) for Maquassi Hills Local Municipality, Mr Pringle Raedani, to the municipality’s political and administrative leadership.
Raedani’s appointment follows the North West Provincial Executive Committee (EXCO) resolution of 1 July 2026 to intervene in Mamusa and Maquassi Hills Local Municipalities through the implementation of Mandatory Financial Recovery Plans in terms of Section 139(5)(c) of the Constitution of the Republic of South Africa, read together with Section 146(3)(b) of the Municipal Finance Management Act, 2003 (Act No. 56 of 2003) (MFMA).
MEC Mosenogi said that “the PER will provide strategic leadership and oversight of the implementation of the Financial Recovery Plan. Supported by a multidisciplinary team of experts, he will oversee financial management, governance reforms, institutional strengthening and service delivery improvements to restore financial discipline, accountability and compliance with legislative requirements.
In this role, the PER is empowered to exercise oversight over governance systems and institutional processes, monitor the municipality’s financial position, strengthen expenditure controls, guide compliance with the MFMA and coordinate the implementation of all measures contained in the Financial Recovery Plan.”
Maquassi Municipality has been implementing a voluntary Financial Recovery Plan for the past three years. While some progress has been achieved, implementation challenges have persisted. These challenges include insufficient accountability, weak coordination of recovery initiatives, limited consequence management, and an inability to implement critical recovery measures at the pace and scale required to restore financial sustainability.
“The experience gained during this period highlighted the need for a more focused and decisive intervention aimed at accelerating implementation, strengthening oversight, improving stakeholder alignment and ensuring that recovery efforts produce measurable and sustainable outcomes within a shorter timeframe,” said COGTA MEC, Mr Gaoage Molapisi.
The municipality welcomed the PER appointment, describing it as a significant step toward restoring financial sustainability, strengthening governance and accountability, improving institutional capacity and ensuring the delivery of quality services to residents.
